ԼՂՀ նախագահն ընդունել է Պիետ դե Բրյունին
(ԱՊԱՌԱԺ) Նախագահ Բակո Սահակյանը հունիսի 18-ին հանդիպում է ունեցել Բելգիայի խորհրդարանի եւ Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) անդամ Պիետ դե Բրույնի հետ:
Արծարծվել են ԵԽԽՎ-Արցախ կապերին, ադրբեջանա-ղարաբաղյան հակամարտությանը եւ տարածաշրջանային գործընթացներին վերաբերող մի շարք հարցեր:
Նախագահ Սահակյանն արժեւորել է նման քննարկումները՝ ընդգծելով, որ եվրոպական տարբեր պետությունների եւ կառույցների հետ հարաբերությունների զարգացումը հանդիսանում է Արցախի արտաքին քաղաքականության կարեւոր ուղղություններից մեկը:
Հանդիպմանը ներկա էին ԼՂՀ ԱԺ փոխնախագահ Վահրամ Բալայանը, ՀՅԴ Հայ դատի Եվրոպայի հանձնախմբի ղեկավար Gասպար Կարապետյանը, պաշտոնատար այլ անձինք:
Meeting with PACE member Piet de Bruyn
(president.nkr.am) On 18 June Artsakh Republic President Bako Sahakyan met with member of the Belgium Parliament and Parliamentary Assembly of the Council of Europe (PACE) Piet de Bruyn.
Issues related to the PACE-Artsakh ties, Azerbaijani-Karabagh conflict and regional trends were touched upon during the meeting.
President Sahakyan noted the importance of such discussions underlining that developing relations with various European states and structures are among the pivotal directions of Artsakh’s foreign policy.
NKR National Assembly deputy chairman Vahram Balayan, head of European Armenian Federation for Justice and Democracy Kasbar Garabedian and other officials were present at the meeting.

On the run-up of official meetings Piet de Bruyn together with head of European Armenian Federation for Justice and Democracy Kasbar Garabedian visited today Martakert region, namely Talish. Before voicing in PACE about the Azerbaijani aggression the Belgian parliamentarian preferred to see personally the reality and concluded that the international community must do everything to make Azerbaijan accept the activity carried out by the co-chairmen towards the peaceful resolution of the conflict.

(ԱՊԱՌԱԺ) Արցախի Հանրապետության մարդու իրավունքների պաշտպան Ռուբեն Մելիքյանն աշխատանքային հանդիպում է ունեցել Բելգիայի Թագավորության Սենատի պատգամավոր, ԵԽԽՎ պատվիրակ Պիտ դե Բրույնի հետ։ Հանդիպմանը մասնակցել են Եվրոպայի Հայ Դատի Հանձնախմբի նախագահ Գասպար Կարապետյանը և ՀՀ ազգային ժողովի պատգամավոր Շիրակ Թորոսյանը։
Հյուրերի խնդրանքով Ռ.Մելիքյանը ներկայացրել է Արցախում մարդու իրավունքներին վերաբերող հիմական խնդիրները, ինչպես նաև օմբուդսմենի առաջնահերթություններն ու իրավական վիճակը։ Մելիքյանը մասնավորապես ընդգծել է խորհրդարանի հետ օմբուդսմենի ինստիտուտի համագործակցության կարևորությունը՝ որպես մարդու իրավունքների երաշխավորվածության մակարդակի բարձրացման գրավական։ Արցախի մարդու իրավունքների պաշտպանը բելգիացի պատգամավորին ներկայացրել է նաև ՄԻՊ աշխատակազմի գործունեությունը՝ կապված Ադրբեջանի ապրիլյան ագրեսիայի հետևանքների փաստագրման հետ։
Սենատորը նշել է, որ մարդու իրավունքների պաշտպանության մանդատ ունեցող միջազգային կազմակերպությունների ներկայացվածության մակարդակը Լեռնային Ղարաբաղում խիստ անբավարար է, և այդ պայմաններում Մարդու իրավունքների պաշտպանը պետք է ստանձնի առանձնահատուկ դերակատարություն։

Ashot Ghoulyan received the Belgian parliamentarian Piet de Bruyn
(nankr.am) June 18, Chairman of the NKR National Assembly Ashot Ghoulyan received the Belgian Senate parliamentarian, member of the delegation in PACE Piet de Bruyn.
The meeting was attended by the Deputy Chairman of the NKR National Assembly Vahram Balayan, Chair of the “Motherland” faction Artur Tovmasyan and Deputy Chair of the Committee on Foreign Relations David Melkoumyan. The RA NA deputy Shirak Torosyan and the President of the European Armenian Federation for Justice and Democracy Gaspar Karapetyan were accompanying the Belgian parliamentarian.
Welcoming the guests, the Head of the Parliament noted out that contacts with the Belgian parliamentarians have been intensified since September last year, which is a good basis for the development of bilateral relations.
Ashot Ghoulyan highly appreciated the visit of a European parliamentarian to Artsakh and the decision to familiarize with the consequences of the large-scale aggression unleashed by Azerbaijan in early April.
Referring to the history and current developments of the Karabakh problem, the Head of the Parliament noted that the OSCE Minsk Group activities are aimed at the peaceful settlement of the conflict but because of the destructive position of Azerbaijan, which is reflected in the manipulations with the nature of the Karabakh conflict and the negotiating format, these efforts have not given any results.
“Our colleagues should understand that international recognition of Artsakh is the confirmation of the right to life for its people”, noted Ashot Ghoulyan.
Expressing gratitude for the warm reception Piet de Bruyn in his turn asked about the OSCE Minsk group activities of the past few months as well as the structure of the Artsakh parliament, legislative and interparliamentary relation issues.
It should be noted that in the morning the Belgian parliamentarian who arrived in Artsakh yesterday, visited Martakert and met the Head of the Regional Administration, Vladik Khachatryan, then went to Talish and inspected the consequences of Azerbaijani aggression in situ.

(ԱՊԱՌԱԺ) Հունիսի 18-ին Լեռնային Ղարաբաղի Հանրապետության արտաքին գործերի նախարարի տեղակալ Արմինե Ալեքսանյանն ընդունել է Բելգիայի խորհրդարանի անդամ, ԵԽԽՎ պատգամավոր Պիետ դե Բրույնին, ով Արցախ էր ժամանել Եվրոպայի Հայ դատի հանձնախմբի ղեկավար Գասպար Կարապետյանի և ՀՀ Ազգային ժողովի պատգամավոր Շիրակ Թորոսյանի ուղեկցությամբ։
Հանդիպման ընթացքում անդրադարձ է կատարվել ադրբեջանա-ղարաբաղյան հակամարտության խաղաղ կարգավորման գործընթացում ստեղծված իրավիճակին, ապրիլի 2-5 Ադրբեջանի կողմից ԼՂՀ դեմ սանձազերծած լայնածավալ ռազմական ագրեսիային և դրա հետևանքներին, ինչպես նաև փոխադարձ հետաքրքրություն ներկայացնող մի շարք հարցերի։
Երկուստեք ընդգծվել է միջազգային կազմակերպությունների ներկայացուցիչների Արցախ այցելելու կարևորությունը՝ ստեղծված իրավիճակի մասին օբյեկտիվ պատկերացում կազմելու և այն ճիշտ գնահատելու համար։
NKR Deputy Minister of Foreign Affairs Armine Alexanyan Received the PACE MP Piet De Bruyn
(nkr.am) On June 18, Nagorno Karabakh Republic Deputy Minister of Foreign Affairs Armine Alexanyan received MP of Belgian Parliament, PACE member Piet De Bruyn, who arrived to Artsakh, accompanied by Head of European Armenian Federation for Justice and Democracy Kaspar Karampetyan and member of the National Assembly of Armenia Shirak Torosyan.
The situation in the peaceful settlement process of Azerbaijani-Karabakh conflict, the large-scaled military aggression unleashed by Azerbaijan against the NKR on April 2-5 and its consequences, as well as a range of issues of mutual interest were touched upon at the meeting.
The sides emphasized the importance of visits by representatives of international organizations to Artsakh for getting an objective picture of the existing situation and its correct assessment.
ԵԽԽՎ-ում ՀՀ ԱԺ պատվիրակության անդամները հանդիպել են բելգիացի պատվիրակի հետ

Հերմինե Նաղդալյանը, բարձր գնահատելով երկկողմ հարաբերությունների բարձր մակարդակը, անդրադարձել է ԵԽԽՎ-ում երկու երկրների պատվիրակությունների համագործակցությանը: Այս համատեքստում տիկին Նաղդալյանը երախտիքի խոսք է հայտնել պարոն դե Բրայանին՝ ԵԽԽՎ-ում մեր երկրի համար առանցքային հարցերի քվեարկության ժամանակ հայկական պատվիրակությանն աջակցելու համար:
Հանդիպման ընթացքում անդրադարձ է կատարվել Հայոց ցեղասպանության ճանաչմանը: ԱԺ փոխնախագահն ընդգծել է, որ Հայոց ցեղասպանության 100-րդ տարելիցի կապակցությամբ ԵԽԽՎ հայտարարությունն առանցքային էր ոչ միայն այն հանգամանքով, որ Եվրոպան արտահայտեց իր վերաբերմունքը, այլ նաեւ նրանով, որ Եվրոպան դարձավ ցեղասպանությունների դեմ համընդհանուր պայքարի առաջամարտիկ, որպեսզի դրանք այլեւս չկրկնվեն:
Նա կարեւորել է բելգիացի պատվիրակի՝ առաջիկա օրերին Լեռնային Ղարաբաղ կատարելիք այցը՝ նշելով, որ այն հայ ժողովրդի հանդեպ դրական վերաբերմունքի եւս մեկ քայլ է:
«Այդ այցով կատարում եք Ձեր ներդրումը ԼՂ ժողովրդի՝ ազատության եւ արդարության համար մղվող պայքարում՝ որպես բարեկամ»,- ասել է ԱԺ փոխնախագահը:
Պատվիրակության ղեկավարն անդրադարձել է նաեւ ապրիլի սկզբին Ադրբեջանի իշխանությունների կողմից սանձազերծված ռազմական ագրեսիային, մանրամասներ ներկայացրել այդ երկրի կողմից միջազգային մարդասիրական իրավունքի նորմերի եւ կոնվենցիաների խախտումների, իրականացրած վայրագությունների վերաբերյալ:
Արմեն Ռուստամյանը ներկայացրել է Հայոց ցեղասպանության ճանաչման համար մղվող պայքարի փուլերն ու ձեռքբերումները: Նրա խոսքով՝ ակնհայտ է, որ նման հանցագործությունները չդատապարտելու դեպքում դրանք անպայման կրկնվում են: Պատգամավորը կարեւորել է ցեղասպանությունների դեմ համատեղ պայքարը:
Նաիրա Կարապետյանն իր հերթին հավելել է, որ Հայաստանի եւ հայ ժողովրդի նպատակը համատեղ պայքարն է ցեղասպանությունների դեմ, որպեսզի դրանք այլեւս չկրկնվեն: Նրա գնահատմամբ՝ ԼՂ ժողովրդին սատարելու համատեղ պայքարը հստակ ուղերձ է Ադրբեջանին, որ որեւէ երկիր երբեւէ չի կարող պատասխան չտալ իր կատարած արարքների համար:
Հյուրը կարծիք է հայտնել, որ ԼՂ ժողովուրդն ինքը պետք է իրացնի իր ինքնորոշման իրավունքը, եւ դա պետք է լինի խաղաղությամբ եւ ոչ թե որեւէ այլ երկրի ճնշման ներքո:
«Ես կարծում եմ, որ իրերը պետք է կոչել իրենց անուններով, ասել, որ դա իրոք ցեղասպանություն է եղել, որովհետեւ կան բոլոր փաստերը»,- խոսելով Հայոց ցեղասպանության մասին՝ ասել է Պիտ դե Բրայանը:
Members of RA NA Delegation to PACE Meet with Belgian Delegate
(parliament.am) On June 17, the RA NA Deputy Speaker, the Head of the RA Delegation to PACE Hermine Naghdalyan, the members of the Delegation Armen Rustamyan and Naira Karapetyan met with the Member of the Flemish Parliament (Senate) of Belgium Piet De Bruyn. The Head of the ARF Europe Hai Dat/Armenian Cause Committee Office Gaspar Karapetian also attended the meeting.
Highly assessing the high level of the bilateral relations, Hermine Naghdalyan touched upon the cooperation of the Delegations of the two countries in PACE. In this context Mrs Naghdalyan expressed her gratitude to Mr De Bruyn for supporting the Armenian Delegation during the voting of the key issues for our country in PACE.
In the course of the meeting Mrs Naghdalyan referred to the Armenian Genocide recognition. The NA Deputy Speaker underlined that on the occasion of the Armenian Genocide Centennial the PACE Statement not only due to the fact Europe expressed its attitude, but also by the fact that Europe became a forerunner of the general fight against genocides in order they never be repeated.
She has highlighted the Belgian delegate’s visit to be paid to Nagorno Karabakh in the upcoming days, noting that it is one more step of the positive attitude towards the Armenian people.
“With that visit you make your contribution to the struggle of Nagorno Karabakh people for freedom and justice as a friend,” the NA Deputy Speaker said.
The Head of the Delegation also touched upon the military aggression unleashed by the Azerbaijani authorities at the beginning of April, presented details about the violations of the norms of the international humanitarian law and conventions and committed atrocities.
Armen Rustamyan presented the phases of the struggle for the Armenian Genocide recognition and the achievements. In his word, it is evident that in case of not condemning such crimes they are certainly repeated. The MP emphasized the joint struggle against genocides.
Naira Karapetyan in her turn has added that the goal of Armenia and the Armenian people is the joint struggle against genocides in order they never be repeated. To his assessment, the joint struggle of supporting the Nagorno Karabakh people is a distinct message to Azerbaijan that any country can ever answer for the actions made.
The guest has opined that the Nagorno Karabakh people should exercise its right to self-determination, and it should be in peace, but not under the pressure of any country.
“I believe that a spade should be called a spade, say that it has really been genocide because there are all facts in place,” speaking about the Armenian Genocide said Piet De Bruyn.

(parliament.am) ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանը հունիսի 17-ին ընդունել է Բելգիայի Սենատի պատգամավոր Պիտ դե Բրայանին, ով Հայաստան այցից հետո լինելու է նաեւ Լեռնային Ղարաբաղի Հանրապետությունում: Հանդիպմանը ներկա էր նաեւ ՀՅԴ Եվրոպայի Հայ Դատի հանձնախմբի գրասենյակի ղեկավար Գասպար Կարապետյանը:
Ողջունելով հյուրին՝ Արտակ Զաքարյանը բարձր է գնահատել հայ-բելգիական հարաբերությունները եւ խորհրդարանականների դերը երկկողմ հարաբերությունների զարգացման գործում: Հանձնաժողովի նախագահը նշել է, որ նմանատիպ այցերը նպաստում են զարգացնելու եւ խորացնելու բարեկամական հարաբերությունները:
Արտակ Զաքարյանը շնորհակալություն է հայտնել Բելգիայի երկու պալատներին նախկինում ընդունած հայտարարության եւ 2015 թվականին Հայոց ցեղասպանությունը ճանաչող բանաձեւ ընդունելու համար:
Հյուրի խնդրանքով Արտակ Զաքարյանը խոսել է Լեռնային Ղարաբաղի հակամարտության կարգավորման գործընթացի մասին: Հանձնաժողովի նախագահը նշել է, որ Հայաստանը խնդրի կարգավորումը տեսնում է բացառապես խաղաղ ճանապարհով` հիմնված միջազգային սկզբունքների վրա, որի հիմքում ընկած է Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման իրավունքի իրացման անհրաժեշտությունը: Նշվել է, որ Ադրբեջանը մշտապես խեղաթյուրում է խնդիրը՝ փորձելով ապատեղեկատվություն տարածել միջազգային հանրության տարբեր ինստիտուտներում:
Արտակ Զաքարյանն անդրադարձել է նաեւ ՀՀ-Եվրամիություն հարաբերություններին, Հայաստանի՝ ԵԱՏՄ անդամակցությանը: Հանձնաժողովի նախագահը նշել է, որ Հայաստանը փորձելու է երկու կողմերի հետ ունենալ ակտիվ համագործակցություն, ինչպես նաեւ կամրջող դեր՝ երկու տնտեսական միությունների միջեւ:
Շնորհակալություն հայտնելով ընդունելության համար՝ բելգիացի պատգամավորը նշել է, որ հետաքրքրված է Հայաստանով: Նա նույնպես կարեւորել է խորհրդարանների միջեւ հարաբերությունների խորացումը եւ մի շարք ոլորտներում համագործակցության զարգացումը: Խորհրդարանականը կարեւոր է համարել իր առաջիկա այցը ԼՂ՝ նպատակով ունենալով տեղում ծանոթանալու իրավիճակին:
Meeting at the RA NA Standing Committee on Foreign Relations
(parliament.am) On June 17, the Chairman of the RA NA Standing Committee on Foreign Relations Artak Zakaryan received the Member of the Flemish Parliament (Senate) of Belgium Piet De Bruyn, who after the visit to Armenia will also be in the Nagorno Karabakh Republic. The Head of the ARF Europe Hai Dat(Armenian Cause) Committee Office Gaspar Karapetian also attended the meeting.
Welcoming the guest, Artak Zakaryan highly assessed the Armenian-Belgian relations and the parliamentarians’ role in the development of the bilateral relations. The Committee Chairman has noted that similar visits promote to develop and deepen the friendly relations.
Artak Zakaryan thanked the two Chambers of Belgium for adopting the Statement and the Resolution on Armenian Genocide recognition in 2015.
At the guest’s request Artak Zkaryan talked about the Nagorno Karabakh conflict settlement process. The Committee Chairman has noted that Armenia sees the settlement of the problem exclusively through peaceful means on the basis of the international principles, laid on the necessity of the exercise of the right to Nagorno Karabakh people’s self-determination. It has been noted that Azerbaijan permanently misinterprets the problem trying to spread disinformation in different institutes of the international community.
Artak Zakaryan also touched upon the RA-European Union relations, Armenia’s membership to the EEC. The Committee Chairman has noted that Armenia will try to have active cooperation with both sides, as well as bridging role between the two economic unions.
Thanking the Committee Chairman for the reception the Belgian MP noted that he was interested in Armenia. He also highlighted the deepening of the relations between the parliaments and the development of cooperation in a number of spheres. The parliamentarian considered important his upcoming visit to Nagorno Karabakh aiming at getting acquainted with the situation on the spot.
