Members of the Flemish Parliament (Vlaams Parlement), Ward Kennes (CD&V) and Karim Van Overmeire (N-VA) on Sunday 13 March, 2016 paid a visit to the Memorial of the Armenian Genocide in Tsitsernakapert, paying homage to the 1,5 million victims of the Genocide. They later paid a visit to the Armenian Genocide museum-institute. They were accompanied by two teachers from the Aalst region of Flanders.
Van Overmeire and Kennes are part of an EAFJD-led 7-member delegation to Armenia, comprised of teachers, academics and politicians from the Dutch speaking Flemish region of Belgium and the Netherlands. All members of the delegation will be in Armenia on Monday morning, and until Thursday will have meetings with members of the Armenian Parliament, politicians, civil society and educators.
The delegation is also assisted by two members of the Armenian National Committee of Belgium.

Belgian parliamentarians continue their visit to Armenia, Nagorno Karabakh
Brussels, 14 March, 2016: A delegation from Belgium, comprised of members of the Flemish Parliament (Vlaams Parlement) Karim Van Overmeire (N-VA), Marc Hendrickx (N-VA), Ward Kennes (CD&V), Karl Vanlouwe (N-VA), two teachers from Aalst, Griet Meireman and Catherine van den Nest, and Professor Paul Meerts, Senior Associate at the Netherlands Institute of International Relations ‘Clingendael’ (The Hague) and visiting Professor at the College of Europe (Bruges) are on a four study day visit to the Republic of Armenia and Nagorno Karabakh Republic – Artsakh. The delegation is headed by the European Armenian Federation for Justice and Democracy (EAFJD) President Kaspar Karampetian, coordinated by EAFJD EU Affairs officer Heghine Evinyan, supported by two members of the Armenian National Committee of Belgium, Ashkhen Fixova and Adana Kotanjian.
On Sunday, some members of the delegation first visited the Armenian Genocide memorial complex in Tsitsernakapert, Yerevan, and later paid a visit to the Armenian Genocide Museum-Institute. They later visited the classical Hellenistic temple in Garni, and the Geghard medieval monastery.
On Monday, upon the arrival of all members to Yerevan, the delegation visited the National Assembly of the Republic of Armenia, where they had meetings with the deputy speaker of the parliament, Mr, Eduard Sharmazanov, who expressed his for the Belgian parliament’s reaffirmation of its stance on the Armenian Genocide. The delegation also met the chairman of the standing committee on foreign relations, head of the EURONEST parliamentary assembly, Mr. Artak Zakaryan, as well as MPs Tevan Poghosyan and Aghvan Vardanyan.
Later, the delegation visited the Yerevan State Linguistic University named after Valery Bryusov, held a meeting and exchange of views with the rector and students.
On Monday afternoon, the delegation left Yerevan for Stepanakert, capital of Nagorno Karabakh Republic – Artsakh. Karl Vanlouwe – who also is the first deputy president of the Belgian Senate – stressed the importance of protection of human rights and, in this context, Karabakh people’s right to self-determination.
In Stepanakert, the delegation was welcomed by Mr. Ashot Ghoulian, Speaker of the National Assembly of Nagorno Karabakh – Artsakh.
In Artsakh, in the coming two days, the delegation will have meetings with the leadership of the country, the parliament and political parties, as well as civil society and church. Within the framework of this visit, Flemish and Nagorno Karabakh schools will cooperate on some educational and exchange programs.

Today, the delegation started its day by visiting the Stepanakert memorial complex and laid wreaths in memory of the victims. Then, the delegation was divided into two parts, the teachers visited schools in Stepanakert where they had meetings with students. They are also expected to visit Artsakh State University, where Professor Meerts will present the subject “international negotiation process”. Later, they will visit the Tumo Center for creative technologies.
In the main hall of the National Assembly, legislative, executive and representatives of local authorities participated in the meeting, during which NA Speaker Ashot Ghoulian highlighted the persistent efforts aimed at preserving the FLemish identity in Belgium, that unlike in the South Caucasus, is expressed through civilized dialogue.
Karl Vanlouwe, referring to the preservation of the national identity of Artsakh and the peoples’ struggle, he said, “I cannot compare the Flemish peaceful struggle for identity with the complex situation created in Nagorno Karabakh. It is hard to imagine that such a meeting would be organized around thirty years ago only because there was a war going on in here”; Vanlouwe, First Vice President of the Belgian Senate, also highlighted the importance of identity and values of democracy, and their importance in politics.
In his turn, Karim Van Overmeire said that this visit is symbolic of the sympathy that they have towards the young democracy of Artsakh. “Artsakh is not only the stronghold of Armenia, but also of Europe,” he said. Ward Kennes said, that Artsakh is part of the Christian world, to which he also belongs. And Mark Hendricks, Mechelen city deputy mayor, highlighted the role of the Armenian community of Mechelen and the possible cooperation.
Issues of bilateral relations and possibilities of cooperation in various spheres were also discussed.
Later today, the delegation will meet with Artsakh President Bako Sahakyan and Artsakh Diocese Archbishop Pargev Martirosyan.
Ֆլանտրիայի պատգամաւորներու հանդիպումները Արցախի մէջ

Այսօր առաւօտ, պատուիրակութիւնը այցելեց Ստեփանակերտի յուշահամալիր եւ ծաղկեպսակներ զետեղեց զոհերու յիշատակին: Ապա՝ պատուիրակութիւնը բաժնուեցաւ երկու մասի, ուսուցչուհիները այցելեցին Ստեփանակերտի դպրոցներ ուր հանդիպումներ ունեցան աշակերտութեան հետ: Այցելութիւն կը նախատեսուի նաեւ Արցախի պետական համալսարան, ուր փրոֆեսէօր Մէյրց պիտի ներկայացնէ «միջազգային բանակցային գործընթաց» նիւթը, ինչպէս նաեւ՝ Թումօ կեդրոն:
ԼՂՀ Ազգային ժողովի սրահին մէջ օրէնսդիր, գործադիր եւ տեղական ինքնակառավարման մարմիններու ներկայացուցիչներու մասնակցութեամբ տեղի ունեցաւ լայն հանդիպում մը, որուն ընթացքին Ա. Ղուլեան կարեւորեց Ֆլանտրիայի ինքնութեան պահպանման ուղղուած հետեւողական պայքարը, որ ի տարբերութիւն Հարաւային Կովկասին, կ’արտայայտուի քաղաքակիրթ երկխօսութեան միջոցով:
Քարլ ֆանլոուվը անդրադառնալով Ֆլանտրիայի եւ Արցախի ժողովուրդներու ազգային ինքնութեան պահպանման համար պայքարին, ըսաւ «չեմ կրնար համեմատել ինքնութեան համար Ֆլանտրիայի խաղաղ պայքարը Լեռնային Ղարաբաղի մէջ ստեղծուած բարդ իրավիճակին հետ: Դժուար է պատկերացնել, որ նման հանդիպում մը շուրջ երեսուն տարի առաջ կարելի չէր կազմակերպել այն պատճառով միայն, որ հոս պատերազմ էր»: Պելճիքայի Սենատի առաջին փոխ նախագահը կարեւորեց նաեւ ժողովրդավարութեան եւ ինքնութեան արժէքներու՝ քաղաքականութեան մէջ ունեցած նշանակութիւնը:
Իր կարգին, Քարիմ ֆան Օֆըրմէյրէ նշեց, որ այս այցելութիւնը կը խորհրդանշէ այն համակրանքը, որ իրենք ունին Արցախի՝ երիտասարդ ժողովրդավարութեան հանդէպ: «Արցախը ոչ միայն Հայաստանի ամրոցն է, այլ նաեւ՝ Եւրոպայի» ըսաւ ան: Ուարտ Քեննեսի խօսքերով՝ Արցախը քրիտոնեայ աշխարհի մէկ մասն է, որուն ան եւս կը պատկանի: Իսկ Մարք Հենտրիքս, Ֆլանտրիայի Մեխելեն քաղաքի փոխքաղաքապետ, նշեց Մեխելենի հայ համայնքին ունեցած դերը եւ հնարաւոր համագործակցութիւնը:
Արծարծուած են նաեւ երկկողմանի յարաբերութիւնները եւ զանազան ոլորտներու մէջ համագործակցութեան հնարաւոր կարելիութիւնները:

Meeting with a group of Flemish parliamentarians
(president.nkr.am) On 15 March Artsakh Republic President Bako Sahakyan received a group of Flemish parliamentarians of the Kingdom of Belgium at the head of deputy chairman of the Belgian Senate Karl Vanlouwe to discuss a range of issues related to the development of bilateral relations.
President Sahakyan highlighted deepening the Artsakh-Flanders ties from economic, political and humanitarian perspectives, pointing to the presence of favorable conditions for expanding them.
During the meeting President Sahakyan awarded Heghine Evinyan, EU officer of the European Armenian Federation for Justice and Democracy with the ”Gratitude” medal, rating high her patriotic activity.

Մամլո ասուլիսի բացման խոսքում Բելգիայի Սենատի առաջին փոխնախագահ Կարլ Ֆոնլաուվենը նշել է, որ Արցախ այցելության նպատակը ճանաչողական է:
«Մենք, որպես քաղաքական գործիչներ, որեւէ քայլ անելուց եւ որոշում կայացնելուց առաջ պետք է լավ տիրապետենք իրավիճակին եւ պատկերացում կազմենք իրողության վերաբերյալ,- նշել է Կ.Ֆոնլաուվենը,- մենք գիտենք, որ ԼՂ-ը գտնվում է անարդարացի մեկուսացման մեջ եւ մեր պարտականությունն ենք համարում հստակ քայլելով, առանց միջամտելու որեւէ քաղաքական գործընթացների, որոնք մասնավորապես Մինսկի խմբի շրջանակներում են ընթանում, աջակցել ժողովրդի առօրյա կյանքին, նպաստել այնպիսի բնագավառների զարգացմանը, որոնք են՝ կրթությունը, մշակույթը, մարդասիրական ոլորտը, առողջապահությունը եւ այլն»:
Բելգիայի կողմից ԼՂՀ անկախության հնարավոր ճանաչման մասին հարցին ի պատասխան՝ Ֆլամանդական խորհրդարանի անդամ Վարդ Քեննեսը նշել է.
«Քանի որ մենք խոսում ենք պաշտոնական նախաձեռնությունների մասին, այդ պատճառով, կարծում եմ, որ ավելի կարեւոր է կոնկրետ եւ հստակ քայլեր ձեռնարկել՝ փոխհարաբերություններ հաստատելու առումով, քան թե Ֆլամանդական պառլամենտում քննարկել ԼՂՀ ճանաչելու հարցը: Կոնկրետ գործողություններով մենք կարող ենք ավելի օգտակար լինել Լեռնային Ղարաբաղին»,- ասել է նա:
Անդրադառնալով Արցախի փախստանակների խնդրին՝ Ֆլամանդական խորհրդարանի անդամ Կարիմ ֆոն Օվերմեյերը նշել է, որ փախստականների խնդիրն այն խնդիրներից մեկն է, որի մասին նրանք տեղեկացան տեղում:
«Մենք չգիտեինք այդ խնդրի մասին, թե ինչպիսի կարգավիճակ ունեն փախստականներն Ադրբեջանում եւ ԼՂ-ում: Այս խնդիրը, հիրավի, հանդիսանում է այն կետերից մեկը, որի շուրջ մենք ծրագրում ենք մտքեր կիսել եւ քննարկումներ ունենալ՝ վերադառնալով հայրենիք: Այդ խնդիրը կլինի այն կետերի ցանկում, որոնց մենք կանդրադառնանք»:
