INDIANAPOLIS, IN – Indiana Governor Eric J. Holcomb issued a powerful proclamation memorializing the Ottoman Turkish Empire’s centrally-planned and executed annihilation of close to three million Armenians, Greeks, Assyrians and Syriacs, making the Hoosier State the 48th U.S. state to properly recognize and condemn the Armenian Genocide, reported the Armenian National Committee of America – Eastern Region (ANCA-ER).
Governor Holcomb also declared November 6-12, 2017 as “Armenia Awareness Week” and invited the citizens of Indiana to “duly note this occasion.”
“We welcome this proclamation by Governor Holcomb, making Indiana the 48th state in the union to officially re-affirm this international crime against humanity,” said ANCA-ER Community Outreach and Communications Director Artur Martirosyan. “This proclamation serves as a reminder not only for the citizens of Indiana, but also for the denialist government of Turkey, which — for over a century — has been trying to hold truth hostage. Such policy is doomed to failure as we stand even stronger today with the people of good conscience in Turkey as well as our coalition partners, who have made this and other similar resolutions and proclamations a reality.”
“The Armenian community in Indiana is small, but mighty,” said ANC of Indiana Chairperson Seda Arzumanyan. “Armenians have called Indiana home for several generations and have made noteworthy contributions to the development of our great state. We are glad to see the Hoosier State join the rest of the nation in properly memorializing and condemning this horrific atrocity and look forward to celebrating our culture and heritage with our fellow Indianans during the week of November 6-12 and beyond.”
Iraqi Christian Relief Council Board Member Denise Bubeck said, “I am so very thankful Indiana has joined in remembering the Armenian Genocide, the Holocaust, past and present genocide; preserving the historic memory and ensuring that these atrocities will never occur again.”
Noting that the Ottoman Turkish government’s crime “still requires justice,” Gov. Holcomb’s proclamation cites Hoosier State’s active participation in the Near East Relief, an example of outpouring of generosity by the American people from the onset of the Armenian Genocide (1915-1923) and for 15 subsequent years in rescuing and providing assistance to hundreds of thousands of men, women and children who were victims of the genocide. The document recounts the cycle of subsequent genocides of the 20th and 21st centuries, specifically mentioning the Islamic State’s genocide against Middle East Christians, Yezidis, and other minorities. It concludes with the assertion that by “recognizing, consistently remembering, and educating about the Armenian Genocide, the Holocaust and all cases of past and ongoing genocide, we help protect historic memory, ensure that similar atrocities do not occur again and remain vigilant against hatred, persecution, and tyranny.”

WHEREAS, from 1915-1923 during the Armenian Genocide, one and one-half million ethnic Armenian men, women and children as well as over one million Greeks, Assyrians, Syriacs and others were massacred as part of the planned complete eradication of those indigenous communities by the Ottoman Turkish Empire during the first modern genocide that still requires justice; and
WHEREAS, the Hoosier State was a staunch supporter of Near East Relief (NER), the American-led campaign to help rescue victims of the Armenian Genocide from 1915 to 1930 ; and
WHEREAS, other cases of genocide include the Holocaust, killings in Cambodia in 1975, the massacres in Bosnia in 1992, the slaughter in Rwanda in 1994 and now in the 21st century, the displacements and deaths in Darfur as well as targeting of religious minorities by the Islamic State of Iraq and the Levant (ISIL) in the Middle East; and
WHEREAS, by recognizing and consistently remembering, and educating about the Armenian Genocide, the Holocaust, and all cases of past and ongoing genocide, we help protect historic memory, ensure that similar atrocities do not occur again and remain vigilant against hatred, persecution, and tyranny:

Նահանգապետը աւելցուց թէ Օսմանական Թուրքիան ջարդած է աւելի քան երեք միլիոն հայեր, յոյներ, ու ասորիներ:

Սեդա Արզումանյանը վստահեցրեց, որ Ամերիկայի Ինդիանայի Հայ Դատի հանձնախումբը շարունակելու է իր ակտիվ աշխատանքը դաշնային մակարդակով Հայոց ցեղասպանությունը ճանաչելու գործում. «Այսօր արդեն Ինդիանան ներկայացնող կոնգրեսմեն Անդրե Քարսոնը միացել է դաշնային մակարդակով ԱՄՆ Ներկայացուցիչների պալատում շրջանառվող հայոց ցեղասպանության ճանաչման թիվ 220 բանաձևին և հուսով ենք, որ շատերը կհետևեն իր օրինակին»:
Նշենք, որ Ինդիանայի նահանգապետ Էրիկ Հոլքոմբը նոյեմբերի 6-12-ը հայտարարել է «Հայաստանի շաբաթ»: Հայ դատի ներկայացուցչի խոսքով, առաջիկայում կազմակերպվելու է «Խոստում» ֆիլմի հանրային ցուցադրությունը, ինչպես նաև միջոցառումներ են նախատեսվում՝ նվիրված Արցախի ազատագրական պայքարի և Սումգայիթի ջարդերի 30-ամյակը:

ANC Indiana: Recognition of Armenian Genocide was expected
(news.am) YEREVAN. – Recognition of the Armenian Genocide was an expected news for us, ANC of Indiana Chairperson Seda Arzumanyan told Armenian News-NEWS.am.
“The decision of the Indiana governor to recognize the Armenian Genocide testifies to the successful work of the ANC for decades, both in Indiana and in other states. The Armenian community of Indiana is small, but it is strong in its faith and activities aimed at raising public awareness of the Armenian Genocide and, ultimately, its recognition,” said Arzumanyan, who assured that the Armenian Cause will continue active work on the recognition of the Armenian Genocide at the federal level.
Congressman Andre Carson, representing Indiana, has joined Resolution No. 220 on the recognition of the Armenian Genocide, she said, expressing hope that many would follow his lead.

(NOUVELLES D’ARMÉNIE) L’Indiana est devenu le 48e Etat américain à reconnaitre le génocide des Arméniens. Le 6 novembre, le gouverneur de l’Indiana, Eric J. Holcomb vient de signer la proclamation portant sur la reconnaissance du génocide des Arméniens mais également des Grecs et des Assyro-Chaldéens dans l’Empire ottoman au début du XXe siècle, génocide réalisé par le gouvernement turc.
La semaine du 6 au 12 novembre est déclarée par le gouverneur de l’Indiana comme « la semaine de l’Arménie ».

Holcomb, a semnat luni, 6 noiembrie, o declarație privind recunoașterea Genocidului Armean, dar și a grecilor și a asyro-caldeenilor în Imperiul Otoman la începutul secolului al XX-lea, un genocid comis de către guvernul turc.
Săptămâna 6 – 12 noiembrie a fost declarată de guvernator drept “săptămâna Armeniei”.

Holcomb, el estado de Indiana se convirtió en el 48º territorio de Estados Unidos en reconocer el Genocidio Armenio perpetrado por el Imperio Turco Otomano. La declaración estipula también que del 6 al 12 de noviembre será la “Semana de concientización de Armenia”.
“Damos la bienvenida a esta declaración, que reafirma oficialmente este crimen internacional contra la humanidad”, comentó Artur Martirosyan, director de Comunicaciones y Alcance Comunitario del Consejo Nacional Armenio de Estados Unidos (ANCA). “La misma sirve como un recordatorio no solo para los ciudadanos de esta región, sino también para el gobierno negacionista de Turquía, que durante más de un siglo ha estado tratando de ocultar la verdad”
Por su parte, el presidente del Consejo Nacional Armenio de Indiana, Seda Arzumanyan, se refirió a la medida: “Los armenios han hecho de Indiana su hogar por varias generaciones y contribuido notablemente al desarrollo de nuestro gran estado. Estamos contentos de ver que nos unimos al resto de la nación para conmemorar y condenar adecuadamente esta atrocidad”.
A su vez, la integrante del Consejo de Ayuda Cristiana Iraquí, Denise Bubeck, expresó: “Estoy muy agradecida de que Indiana se haya unido para recordar el Genocidio Armenio, el Holocausto pasado y presente; preservando así la memoria histórica y asegurando que estas crueldades nunca vuelvan a ocurrir”.

يريفان في 6 نوفمبر/أرمنبريس: صدر حاكم ولاية إنديانا إريك ج. هولكوم إعلاناً قوياً يذكِّر بإبادة الإمبراطورية العثمانية التركية المخططة والمنفذة مركزياً لما يقارب من ثلاثة ملايين من الأرمن واليونانيين والآشوريين والسريان، مما جعل lk ولاية إنديانا الولاية الأمريكية ال 48 التي تعترف بشكل رسمي وتدين الإبادة الجماعية الأرمنية، هذا ما علمت به أرمنبريس من اللجنة الوطنية الأرمنية الأمريكية- المنطقة الشرقية (أنكا) الخاصة بالقضايا الأرمنية .

وقال مدير العلاقات العامة لأنكا أرتور مارتيروسيان: “نحن نرحب بهذا الإعلان من قبل الحاكم هولكومب، مما جعلت إنديانا الولاية ال 48 في الاتحاد من حيث التأكيد رسمياً على هذه الجريمة الدولية ضدّ الإنسانية”. هذا الإعلان هو تذكير ليس فقط لمواطني إنديانا، بل أيضاً لحكومة تركيا الناكرة، التي تحاول – لأكثر من قرن – أن تبقي الحقيقة رهينة. هذه السياسة محكوم عليها بالفشل ونحن نقف اليوم أقوى مع شعوب الضمير الجيد في تركيا وكذلك شركائنا في الائتلاف، الذين جعلوا هذا القرار وغيره من القرارات المماثلة والإعلانات حقيقة واقعة”.
وقالت رئيسة اللجنة الوطنية الأرمنية-الأميركية في ولاية إنديانا سيدا أرزومنيان: “المجتمع الأرمني في إنديانا صغير لكنه قوي، لقد سمّى الأرمن إنديانا بيتاً لهم لعدة أجيال وقدّموا إسهامات جديرة بالملاحظة في تنمية دولتنا العظيمة. ويسرنا أن نرى ولاية “هوسير” تنضم إلى بقية الأمة في تذكير هذا الفظائع المروعة وإدانتها على نحو سليم ونتّطلع إلى الاحتفال بثقافتنا وتراثنا مع زملائنا من الهنود خلال الأسبوع الذي يتراوح بين 6 و 12 تشرين الثاني/ نوفمبر وما بعده “.
وقال دينيس بوبيك- عضو مجلس إدارة مجلس الإغاثة المسيحي العراقي: “أنا ممتن جداً لقد انضمت إنديانا إلى تذكّر الإبادة الجماعية الأرمنية، والمحرقة والإبادات الجماعية في الماضي والحاضر، والحفاظ على الذاكرة التاريخية وضمان عدم تكرار هذه الفظائع مرة اخرى”.
وفي إشارة إلى أن جريمة الحكومة التركية العثمانية: “لا تزال بحاجة إلى العدالة”، فإن إعلان هولكومب يشير إلى مشاركة “هوسير” الفعالة في الشرق الأدنى للإغاثة هو مثال على تدفق السخاء من قبل الشعب الأمريكي منذ بداية الإبادة الجماعية الأرمنية (1915-1923) و في ال15 السنة اللاحقة في إنقاذ وتقديم المساعدة إلى مئات الآلاف من الرجال والنساء والأطفال الذين كانوا ضحايا الإبادة الجماعية. وتورد الوثيقة دورة الإبادة الجماعية اللاحقة في القرنين العشرين والقرن الحادي والعشرين، مع الإشارة تحديداً إلى الإبادة الجماعية التي ترتكبها الدولة الإسلامية ضد المسيحيين من الشرق الأوسط واليزيديين وغيرهم من الأقليات. ويختتم الإعلان بالتأكيد على أنه من خلال الاعتراف “بالإبادة الجماعية الأرمنية والمحرقة وجميع حالات الإبادة الجماعية الماضية والجارية وتذكرها باستمرار وتثقيفها، فإننا نساعد في حماية الذاكرة التاريخية وضمان ألا تحدث فظائع مماثلة مرة أخرى وأن نظل يقظين ضدّ الكراهية والاضطهاد والاستبداد “.

Այս առթիւ, Ինտիանայի նահանգապետ Էրիք Հոլքոմ յատուկ հռչակագրով մը հաստատեց մէկ ու կէս միլիոն հայերու, ինչպէս նաեւ աւելի քան մէկ միլիոն Յոյներու, Ասորիներու եւ Սիրիանիներու դէմ Օսմանեան Թուրքիոյ կողմէ գործադրուած ցեղասպանութեան փաստը։
Միաժամանակ, հռչակագիրը շեշտեց Հայկական Ցեղասպանութեան, ինչպէս նաեւ այլ ցեղասպանութեանց ճանաչումը, մշտական յիշեցումը եւ ուսուցումը, որպէսզի կարելի ըլլայ պաշտպանել պատմական յիշողութիւնը եւ կանխարգիլել ատելութեան ու բռնակալութեան ոճրարարքներու կրկնութիւնը։ Առ այդ, մեկնակէտ ունենալով այս առաջադրանքները, նահանգապետ Հոլքոմ Նոյեմբեր 6-12ի շաբաթը հռչակեց «Հայաստանի իրազեկման շաբաթ»։
Ինտիանա նահանգի հայասպանութիւնը ընդունող այս հռչակագիրը, իր ձեւով եւ բովանդակութեան, սոսկ ճանաչման յայտարարութեան մը սահմաններէն անդին կ՚երթայ։ Հռչակագիր նաեւ քաղաքական եւ իրաւական դիրքորոշում մըն է, ընդգծելու թէ Հայկական Ցեղասպանութիւնը միայն պատմական արարք մը չէ, որ կարենայ բաւարարութիւն ստանալ ճանաչումով, հաստատումով եւ յիշեցումով։ Հայութեան դէմ պետական մակարդակով ծրագրուած եւ պետական միջոցներով կիրարկուած հաւաքական սպանդը ոճրային արարք մըն է, որուն վախճանական լուծումը կը կայանայ արդարութեան ճամբով։
Նահանգապետ Հոլքոմ այս կէտը հատու կերպով շեշտեց ընդգծելով, թէ մեր արդի դարաշրջանի այս ցեղասպանական արարքը «տակաւին կը պահանջէ արդարութիւն»։ Այս իմաստով, հռչակագիրը նաեւ կոչ է արդարութեան պահանջի եւ արդարութեան հետապնդման՝ ի խնդիր Հայութեան եւ այլ փոքրամասնութիւններու դէմ Օսմանեան Թուրքիոյ գործադրած ոճրային արարքին։
Ինտիանա նահանգի կողմէ առաջադրուած արդարութեան այս պահանջը համաշունչ եւ հարազատ է ԱՄՆ-ի ցեղասպանութիւն ոճիրի վերաբերող օրէնքի թէ՛ տառին եւ թե՛ ոգիին։ Այս օրէնքը ամբողջութեամբ որդեգրումն է Միացեալ Ազգերու Կազմակերպութեան (ՄԱԿ) Ցեղասպանութեան Ուխտին, որ Օսմանեան Թուրքիոյ կողմէ հայութեան դէմ կատարուած հաւաքական սպանդը կը համարէ ցեղասպանութիւն։ Իբրեւ միջազգային դաշնագիր, ԱՄՆ-ի Ծերակոյտը 1986ին վաւերացուց եւ որդեգրեց ՄԱԿ-ի Ցեղասպանութեան Ուխտը։ Ապա, երկու տարի ետք, 1988ին, Ծերակոյտը ընդունեց Ցեղասպանութեան Ուխտի գործադրման օրէնքը։
Այսպիսով, 1988էն ի վեր Ցեղասպանութեան Ուխտը անբաժան մասն է ԱՄՆ-ի հիմնական օրէնքին, ուր ցեղասպանական որեւէ արարք պէտք է ենթակայ ըլլայ պահանջուած արդարութեան, այսինքն՝ դատապարտման եւ հատուցման։ Ինտիանա նահանգի Հայկական Ցեղասպանութեան առնչութեամբ յայտարարած արդարութեան պահանջի քաղաքական եւ իրաւական հիմնաւորումները կը բխին ԱՄՆ-ի հիմնական օրէնքէն։
Այս իմաստով յատուկ արժէք եւ կարեւորութիւն կը ներկայացնէ նահանգապետ Հոլքոմի Հայկական Ցեղասպանութիւնը ճանչցող եւ հաստատող հռչակագիրը։ Հոս կը կայանայ նաեւ Ամերիկահայութեան այս առիթով արձանագրած քաղաքական նուաճումը։
Ճիշդ է, Ինտիանա նահանգը այսօր կը հանդիսանայ ԱՄՆ-ի 50 նահանգներէն 48րդ, որ պաշտօնապէս կ՚ընդունի հայասպանութեան փաստը։ Կը մնան երկու նահանգներ՝ Ալապամա եւ Միսիսիփի, որոնք ցարդ չեն որդեգրած Հայկական Ցեղասպանութիւնը ճանչցող նահանգային որոշումներ։ ԱՀԴՅ-ի առաջնորդութեամբ եւ Ամերիկահայութեան յաւելեալ աշխատանքով այդ նահանգները եւս պէտք է միանան ցեղասպանութեան ճանաչման արշաւին։ Արշաւ մը, որ Հայկական Ցեղասպանութեան ճանաչումին միասնականութիւն պիտի բերէ ԱՄՆ-ի տարածքին։
Այսուհանդերձ, ցեղասպանութեան ճանաչումը Ամերիկահայութեան եւ յատկապէս Հայ Դատի աշխատանքներուն կիզակէտն ու թիրախը չէ եղած եւ չէ։ Ասիկա հանգրուան մըն է այն ընդհանուր քաղաքական աշխատանքին, որուն ռազմավարական նպատակը կը կայանայ արդարութեան պահանջի եւ անկէ բխող հատուցման մէջ։
Ինտիանա նահանգը, նահանգապետ Հոլքոմ, եւ նահանգային ղեկավարութիւնը խիզախեցան Հայկական Ցեղասպանութեան ճանաչումը կատարելով շեշտը դնել արդարութեան պահանջին վրայ։ Ամերիկահայութեան կը մնայ շարունակել եւ աւելի ընդլայնել այն ուղին, որ այսօր մեզի կը ներկայանայ Ինտիանա նահանգի օրինակով։
